Subject: End To Europe Time Change Eyed
PARIS (AP) -- As continental Europe set its clocks back an hour, France's environment minister called for a permanent end to daylight savings time because it could be causing more harm than good, a newspaper reported Sunday.
Michel Barnier said that at his request, the 12-nation European Union has decided to limit the current time change rules to 3 years while it reconsiders the policy, the Journal de Dimanche reported.
Barnier said he is "completely opposed to time changes" because the benefits are "ambiguous, if not to say uncertain," the paper reported. "In energy savings, the gains are very slight.
Barnier said the EU study France requested will consider the time change's effects on health, energy consumption, work and safety.
The survey "will also have to measure what we have already observed: that the time change affects pollution, since auto traffic coincides with maximum sunlight for several months," he said.
Sunlight is a factor in producing photochemical smog.
In addition, he said, doctors have noted "disruptions in the biorhythms of children and the elderly."
Official summer time ended in most of Europe early Sunday, putting the continent one hour ahead of Greenwich Mean Time. Britain is to revert to GMT on Oct. 23, and daylight savings time in the United States and Canada ends a week later.

DST means you can stay outside almost all evening, playing. I doubt its favor with children will be considered. Just its impact on their tender "biorhythms".

DST is a relatively silly concept. why not just go with flextime, and get up earlier in the summer? there will still be just as many hours in the day, no matter what arbitrary numbers are assigned to them.

There is something about foreign trade agreements, such as the Uruguay Round of the General Agreement on Tariffs and Trade (GATT), that removes them from broad public discourse and examination. This phenomenon is pronounced when the business/government axis that drafts these agreements in exclusionary surroundings connects the thought-stopping label "free trade" with a congressional fast-track, no-amendment procedure that makes inquiry into details futile.
People in positions of influence, who should know better, suspend their usual dedication to seeing such trade proposals as propositions to be evaluated and instead view them as articles of faith to be intoned.
The proposed GATT agreement establishes an international system of governance known as the World Trade Organization (WTO). With an electorate of more than 120 nations - each with an equal vote and none with veto power - the WTO has expandable legislative, executive and judicial authority over both trade and non-trade laws and practices. More than an economic framework, the WTO is a major international political regime. Yet neither the relevant congressional committees nor the national political
columnists are intrigued enough to explore how this WTO would affect our democracy. They remained unperturbed after 51 leaders of major news organizations and journalism groups sent a letter to President Clinton last month, protesting the exclusion of both the public and the press from WTO deliberations and urging "democratic openness to this crucial process," for "to do otherwise would break a sacred pact with the American people." This remarkable letter received almost no media coverage.
The press also ignored public letters sent to a concurring Sen. Robert Byrd and an unreceptive President Clinton by constitutional scholar and Harvard law professor Laurence Tribe. He asserted that the "shift of sovereignty from state and local governments to the proposed World Trade Organization" was so substantial "that the agreement requires Senate ratification as a treaty," requiring the approval of two-thirds of the Senate. Instead, President
Clinton rushed the massive trade legislation to Congress in its final pre-adjournment days, seeking a simple majority vote in each House.
The same editorial writers who objected strenuously to a recently announced judge's ban on television cameras in federal courtrooms find the secret WTO tribunals, which exclude all media and citizens and which lack public transcripts or independent appeals, insufficiently provocative of their due-process sensitivities.
With few exceptions, congressional human rights advocates remained dormant when they learned that this "free trade" agreement prohibits linking trade to human rights improvements and disallows bans on products made by brutalized child labor. This will be a relief to the governments of China and India.
Those countries that treat their workers, consumers and environment too harshly can also be relieved. Official cruelties, apart from prison labor, do not violate GATT's so-called "non-tariff trade barrier" provisions. Only nations, including the United States, with more humane laws protecting human health and safety are vulnerable to being taken by another nation before the secret WTO tribunals in Geneva and facing charges that such standards are WTO-illegal because they hamper foreign trade.
Whenever the United States loses these cases (and the burden of proof is on the defendant), it has to either repeal the offending federal, state or local law or pay perpetual trade sanctions to the winning nations. Recent reports by the European Union, Japan and Canada already list many U.S. laws that they deem WTO-illegal.
If the WTO is established, some corporate law firms will match up domestic companies that don't like our safety laws with companies abroad in order to persuade a foreign government to challenge the United States before these tribunals. The same domestic-foreign alliance will also press legislatures to repeal WTO-invalidated laws rather than pay the tribute to keep them.
The widening shift in power that stems from the WTO's mandate of trade uber alles can overcome the supporters of consumer, environmental and worker protection laws and severely chill any future proposals to strengthen them.
President Clinton, who would not seek a special session of Congress after the November elections to consider reforms of health insurance, labor laws or campaign finance, secured a special session of the Senate to vote on the Uruguay Round of GATT. Apparently, only the Business Roundtable can turn this cautious president into a fighting tiger.
Trade agreements bring out the worst in official policy journalism. Proponents, whether in the congressional or executive branches, are given voice. Opponents to the GATT, or the timing of its vote, as expressed in letters to Clinton by 20 senators and 55 representatives, including six committee chairs, are ignored. So are numerous critical reports on the GATT by
reputable civic and academic sources. All the national environmental groups, including those that supported NAFTA, oppose GATT. And all the trade unions, blue and white collar, and almost all national and local consumer groups oppose GATT.
But because House majority leader Richard Gephardt is not challenging the White House this time, the growing grass-roots coalition against GATT has rarely been seen as newsworthy. Reporters are missing a deepening political skepticism in the country that has led Sen. Fritz Hollings and Sen. Robert Dole to raise serious questions about the broad domestic consequences of this business agreement.
The public concern over GATT's effect on jobs, sustainable economic growth and on not losing control to unaccountable trade bureaucrats in Geneva should not be casually dismissed. Nor will this pursuit of autocracy over democracy, of trade over living standards, be casually forgotten.

I don't mind going camping as long as it's not primitive camping.....I must have running water & a flush toilet..or at least a pump and an outhouse. None of this digging a hole in the bushes for me (Shudder)...plus that's a good way to get a bug bite somewhere very uncomfortable....

Flying Wombat- You ever tried the North Fork of the Stillaguamish for jade? I talked with a guy who goes there and he says that there is quite a bit of it even though it is sometimes hard to find mixed in with all the other rocks. He had som beautiful pieces that he showed me.

When I was stationed in S.C. I use to bring all kinds of snakes back to the barracks. They really had a fit when I brought back a Coral Snake and turned it loose in my room! My room mates tried to get me busted for it.

There's More Than Food on This Restaurant's 'Menu'

DALLAS (Reuters) -- Diners suffering separation anxiety from their computers at mealtime now have a place where they can plug in and eat.
It is the newly opened High Tech Cafe, which greets patrons with a computer voice that asks, "Nonsmoking, smoking or modem-ready?"
The restaurant offers outlets for the lunchtime crowd to hook up laptop computers and chat electronically while munching. A fax machine is also at the ready.
The cafe is located in the Infomart office development in Dallas, a technology center where companies showcase products and services in a large glass and steel structure.
The cafe was designed from mainly non-working computer parts and labor donated by the many computer experts in the building.
Infomart wanted to serve its customers "all the way down to lunch," spokeswoman Virginia Campbell said. As people become more mobile with their computers, demand for services such as offered by the cafe will grow, she said.
"When you walk into the room, you almost have the effect of being inside a computer," Chef Michael Mudrone said. Overhead light fixtures are constructed from computer monitors, table vases are filled with keys from keyboards and floors are built from assorted computer parts with signs "Danger High Voltage" attached.
The plants are fed information instead of water, the chef quips.
Waiters known as client servers greet diners with, "Would you care to download some megabyte chips and salsa?"
The spread sheet, more commonly known as a menu, lists "CD ROM-ano chicken," "version 7.0 shrimp Caesar," "virtual burger" and the "BASIC spud" - "just a baked potato."
