On of the best solutions to people attacking your command.com; put it someplace other then C:\COMMAND.COM or C:\DOS\COMMAND.COM, and set COMSPEC in your CONFIG.SYS to point to it... that's what I do :)

Sneaky trick to slow people down on that - have autoexec.bat unzip a backup copy of command,com, then compare the two - if not exactly alike, have the program yell at you! (Erase the backup copy if the compare works OK! :-) That can help... If you code it right, you can even rewrite command.com & then reboot if they're different, but ya better know what you're doing there...

I'd speculate that it's safe to make FCIT.EXE read-only.. and that many Citadels merely need to be in the DOS Path somewhere in order to run.

Aaack, I >>HATE<< it when people just put stuff in public here :( Please check out & see if you have a route to NetGridMaker, and send e-mail to there whenever possible with net grid updates - I do the updates to the net grid file offline, on my portable, and if I try to capture stuff from here it's much more of a pain; You also can send e-mail to gridmaker @ The Log Cabin, and that gets forwarded to the NetGridMaker node. Nice coding on Zen's part :) If you can't get a net connect through to NetGridMaker OR The Log Cabin, then do use a pubic post here - but be aware that it's a nasty pain for me :( - and make sure you complain about the lack of path, maybe together we can make the path work out... I'll reroute this coming weekend for any nodes I can't find, and send another set of "pings" - then if all goes well a revised grid will be out a few days to a week after that... With work it usually works best for me to do it on the weekends!

It's more of a pain for us to send email, JJ. Having it done in public also allows corrections to be made more easily: if sysop A doesn't respond, and sysop B posts what s/he thinks is A's info, but makes mistakes, others can clarify. And if it's all in one room, it can't be that hard to capture using alt-p.

Due to some strange message table error, the occasional networked message here has doubled. I don't know if it will be passed on anywhere else. It seems slumberland (when netting) did something to the message table. When I logged in just after slumberland logged out (I was also logged in just BEFORE slumberland called) it gave me 'can 't find message #XXXXX at byte XXXX' errors, on all messages. I did a control-alt-del and reconfig, and it seems to have been fixed, but some of the messages passed here from slumberland were copies of earlier messages. Bizzare.

Livia, all: How dang easy do ya think it is for ME to gather info from 3 rooms (WAN, Networking, AND Other Boards)? Yeah it's more of a pain for YOU to send e-mail; and a HELL of a pain for me if you don't... I've made it possible for any sysop to send mail to GridMaker @ TLC (provided of course that they have a route to here) and that gets forwarded to NET. I have a few things to do with my life other than working so that you don't have to send one piece of mail, apiece, once in a while... I may gather info, >>ONLY FROM WAN ADMIN<<, in the future if there's a worthwhile amount of info in here & not so much other stuff... I agree, maybe there's a slight advantage to public posts; there are also disadvantages for me (MY point which ya don't seem to note!) as well as disadvantages for anyone who feels it's OK to share their phone # with me but doesn't care to share it with the whole net... Still can't reach most of the net anyways due to a lack of routing on many boards, especially for newer nodes (of course!) It's a software problem, and solving it via making the sysops work harder to do maintenance is at best a stopgap measure, but the only measure we can take at present...

BBS Controversy Brews Close to Home by Bruce Miller In a case before the Public Utility Commission of Oregon, US West is maintaining three phone lines connected to a free-access BBS in a residence should be billed at business rates. Because of the similarities in tariffs from state to state and US West's position in the case, many are predicting that if US West prevails, the company will be authorized to raise all Oregon BBS lines to business rates and try to raise rates for BBS lines in US West's remaining 13 states: Arizona, Colorado, Idaho, Iowa, Minnesota, Montana, Nebraska, New Mexico, North Dakota, South Dakota, Utah, Washington, and Wyoming. The case started when Tony Wagner, Portland system operator of First Choice Communications BBS, received a letter from US West (Portland) in October 1991. In the letter, Communications Consultant Sandie Ouellette said "Bulletin board services are considered a business, therefore, subject to business rates." Wagner filed a formal complaint against US West's reclassification from residence to business rates in October 1991. A hearing was held in December 1991. In January 1992 US West filed its opening brief (Docket UC #205) in defense of its reclassification actions. Wagner is being represented by Portland Attorney Kevin Myles and Wagner's brief is due by March 3, 1992. A date for a final decision is not yet known. In the US West brief, Seattle US West attorney Steven Holmes made three arguments to support US West's actions: A) US West's tariffs require BBS operators be charged business rates. Holmes summed up this argument with: "Mr. Wagner provides a service that he advertises as openly available; he receives and transmits voluminous calls and messages in which he takes no personal interest and which would be impossible for him to read; he carries programmers who advertise shareware; and he admits there is no effective way to police whether 'millions of users' are offering services for money. USWC can only conclude that Mr. Wagner's network use is not 'obviously domestic,' and must charge its business rates for Mr. Wagner's BBS lines." In quantifying voluminous, Holmes cited caller statistics provided by Wagner. The number and average length of calls to Wagner's system adds up to an average of 32.6 hours a month or 4.5% of a 30-day month for each of the three lines. The US West brief did not address the social use of BBSs under the tariffs. The Oregon definition of residence service, which is exactly the same as Washington state's definition, includes: "A class of service furnished to a residence or place of dwelling where the use is primarily social or domestic." B) Mr. Wagner's position erodes the [Utility Commission's] obligation to set rates based partially on US West network use. Holmes claimed: "The voluminous amount of information that Mr. Wagner testified is carried through the network both by callers dialing in to his BBS and by callers leaving information to be retrieved by others is clearly not contemplated. Residence rates are therefore an improper vehicle for recovering the costs associated with Mr. Wagner's use of USWC's network." C) Billing Mr. Wagner's BBS lines at business rates promotes the Oregon Legislature's goal of universal telephone service. Holmes stated: "To promote the Legislature's goal, basic residence service is billed at artificially low levels and subsidized by other services. . . . There is no evidence that the Legislature intended that BBS service providers should have their hobby subsidized by other rate payers." Similar arguments are being made by Southwestern Bell in an attempt to charge business rates for BBSs in Missouri. One Seattle Attorney interested in telecommunications said these attempts by the phone companies to raise rates for BBSs are "just another attempt by the phone companies to swipe people's communication." --end--
